'I beg leave' to recommend that Mr C. R.

Gale should be confirmed in the vacancy caused by Mr Drury' s

transfer, that Mr Follingsworth should succeed Mr Gale, and

• become Senior Assistant Engineer, and that Mr Xavier should

succeed Mr Hollingsworth, leaving a vacancy on $1800. p.ä.,

for which an officer may be obtained locally, ir Hughes, a

very efficient officer, was so obtained.

A reference to the papers connected with Mr Gale

will I think shew that he is fully entitled to this step of

promotion. He has been acting as Executive Engineer since

Mr Chatthan went on leave, and has had charge of most of

the FW.D. extraordinary works for 8 months.

Mr Hollingsworth has acted as Executive Engines r

in charge of Water and Drainage Works since” Mr Crook's

departure, and has performed the duties' satisfactorily, he

naturally would take the place which would be rendered

vacant if Mr Gale is promoted, but would gain no increase

in salary thereby.

I beg strongly to urge' Mr Xavier's promotion to

a salary of $2400. He has been 13 years in the Department,

and was highly thought ag by my predecessor Mr Cooper under

whom he was chiefly trained. I have had every opportunity

of judging of his capabilities and consider him a very

efficient afficer. His knowledge of colloquial Chinese make a
